Office of the Town Manager
The Office of the Town Manager is responsible for the administrative management and delivery of the town's services, programs and special projects. The town manager acts as the primary executive - or CEO - responsible for the town's municipal government organization and the various town departments.
Named the Town Manager of Jupiter at a Special Meeting of the Town Council on November 8, 2021, Frank Kitzerow has a long and distinguished career in law enforcement, including 13 years as Jupiter’s Chief of Police.
Most recently, Kitzerow served as the Chief of Police and School Safety Specialist for the Palm Beach County School District Police Department, a position he held from 2018 through 2021. In this role, he was responsible for leading 150 officers and civilian staff members in providing safety for over 190,000 students and 20,000 employees across 187 schools. After the tragic events at Marjory Stoneman Douglas High School in nearby Broward County, Kitzerow led a team that developed and implemented a benchmark-setting, comprehensive school safety ecosystem that leveraged prevention, intervention and diversion strategies.
Prior to his role with the County School District, Kitzerow spent 2005 through 2018 as the Chief of Police for the Town of Jupiter. Kitzerow was also the Chief of Police for the City of Portsmouth, Va. from 2003 through 2005 after beginning his career with the Fairfax County, Va. police department in 1979, where he served until 2003.
Kitzerow is nationally recognized as an expert in school safety and serves as the president of the National Association of School and Campus Police Chiefs.
